In October, police received several complaints and the Virginia Beach Department's Special Investigations started looking into the matter.
The investigators learned that the tattoo artists used social internet sites to get customers and offered discounted tattoos out of their homes.
As a result, the following individuals were charged with Operating Tattoo Establishment and No Business License, misdemeanors:
Richard Stokes, 22, of the 5300 block of Wyngate Drive in the city of Norfolk.
Abrahaman Muhammad, 32, of the 100 block of Saw Grass Bend, Virginia Beach.

According to police spokesman MPO Jimmy Barnes, these cases remain under investigation.
