VIRGINIA BEACH, Va. (WAVY) - Virginia Beach City Council approved a proposal for a further expansion of Town Center during a council meeting Tuesday night.

Marc Davis, spokesman for the City of Virginia Beach, told WAVY.com council voted 9-2 in favor of the Phase V project for Town Center. The opposition votes were from councilmembers Moss and DeSteph.

The expansion of Town Center includes 267 apartments with 175,000 square feet of office and retail space which is currently home to a large parking lot. It would also include a public parking garage with 850 spots.

Hampton University and Clark Nexsen Architecture & Engineering have already signed on as tenants for the new building.

The cost of the project is $70 million in private money and $19 million in public money. Most of the public money will pay for the garage section of the project and would come from a special taxing district.

Davis said the next step in the process is for Armada-Hoffler Development Company and the City to agree on the term sheet.

Construction could start as early as February.
