Virginia Beach opens a new Laskin Road roundabout Wednesday.

VIRGINIA BEACH, Va. (WAVY) - 36-year-old Virgil Deer was doing an oil change on a car Wednesday morning when the car fell on him landing on his chest.
The jack holding up the Nissan Altima failed around 8:30 a.m. outside a home in the 3800 block of Chancery Lane in Virginia Beach, according to Bruce Nedelka with Virginia Beach EMS.
Deer's neighbors Valerie Collins and Charlie Mitchell heard Deer call for help.
"I was upstairs in my room and I heard someone yelling," said Collins.
"I looked outside and the young man, Virgil, here was underneath his car and he was wailing his leg and screaming 'help, help', " added Mitchell.
Police and neighbors jacked the car back up and pulled Deer out from under the vehicle. Nedelka said there was concern that the vehicle could fall a second time.
"And in the process of him getting slid out from underneath the car, is when it rolled back on him but it help him right there he managed to get out from underneath the car just like that," said Mitchell.
Deer was transported to Virginia Beach General and was discharged just before noon.
