PORTSMOUTH, Va. (WAVY) - A crash involving a tractor trailer closed the off ramp from Western Freeway to Cedar Lane in Portsmouth Monday.

Dispatchers tell WAVY.com the call came in around 11 a.m. in the westbound area of Western Freeway. When WAVY crews arrived on scene, a tractor trailer was on its side on the ramp.
