PORTSMOUTH, Va. (WAVY) - Portsmouth Police arrested 24 year-old David Lloyd Miller and 23 year-old Jessica Sonya Evans of the 1000 block of Jewell Avenue on Feb. 21.
Both Miller and Evans were charged with three counts each of felony malicious wounding and felony child neglect, according to Jan Westerbeck with Portsmouth Police Department.
An investigation began on Feb. 3, 2012 when officers were called to the emergency room of CHKD after nine-month-old Chase Miller was brought in for head injuries. Westerbeck said that Child Protective Services and hospital employees called police when they saw the infant's condition.
Police say baby Chase was admitted to the hospital and later placed in the custody of Child Protective Services, along with his twin brother, Atreyu. While police were investigating the Chase's case, injuries were also discovered on his twin brother, Westerbeck says. The couple's two-year-old son is also in the custody of Child Protective Services.
Family friend and neighbor, Franklin Fosdick says he's stunned to hear of the accusations against the couple.
"Every time I've seen them, everything was fine. I mean David was always playing with his son. She was always playing with him. They was always happy. I've never seen them yell at their kids let alone raise their hand to them," says Fosdick.
He says he watched police arrest his friends, but at the time, he didn't know what was going on.
" I thought it was a domestic squabble between husband and wife. I see that all the time. I didn't know it was about the kids. I had no idea."
WAVY.com has learned that the grandmother is trying to gain custody of the couple's 2-year-old son as well as the infant twins who are now out of the hospital and recovering with Child Protective Services.
Evans posted $10,000 secured bond last night. Miller posted $10,000 secured bond today. Both are forbidden to see their children
Evans is scheduled to be arraigned next week. Miller's hearing is set for April.
