Portsmouth to open storm shelter

PORTSMOUTH, Va. (WAVY) - The City of Portsmouth has declared a local emergency in preparation of Hurricane Sandy.
Partial activation of the Emergency Operations Center will begin at 8 a.m. Sunday.
An emergency shelter will open Sunday at Lakeview Elementary School, 1300 Horne Ave., at 8 a.m.
