Plans submitted to operate terminals

NORFOLK, Va. (AP) - The Virginia Port Authority will consider four companies' proposals to take over the operation of its facilities.

Transportation Secretary Sean Connaughton tells media outlets that two outside groups submitted proposals Monday. He did not identify them.

The Virginia International Terminals Inc. also filed a proposal. The company has been the authority's operations affiliate for three decades.

APM Terminals Inc. made an unsolicited offer in April. Monday was the deadline for companies to submit alternative proposals to APM Terminals' offer.

APM Terminals' proposal calls for a 48-year agreement to operate state ports in the Hampton Roads region, along with the Virginia Inland Port in Warren County.
