High-end development approved in Ghent

NORFOLK, Va. (WAVY) - A high-end development consisting of a grocery store, a doctor's office and other retail space has been approved by Norfolk City Council.

The $500,000 deal was approved 5-2 Wednesday. The area of the 3-acre development is on West 21st Street.
