Two sex offenders arrested, one charged

DARE COUNTY, N.C. (WAVY) - Deputies say two sex offenders were arrested and one was charged in Dare County.
According to Chief Deputy Steve Hoggard with the Dare County Sheriff's Office, Howard Levi Gavin, 44, was charged Nov. 9 for unlawfully being on school premises and was released on a $5,000 bond.
Andrew Brian Kirkland, 28, was arrested for sex offender failing to report in person and was jailed at the Dare County Detention Center in lieu of a $30,000 Nov. 9.
Larry Wayne Frazier, III, 21, was arrested for failing to register as sex offender Oct. 30 and was released on a $5,500 bond.
