SUFFOLK, Va. (WAVY) - Officials say a woman who was found in her vehicle under the influence of drugs while a child was in the car has been arrested.
According to Diana Klink with the City of Suffolk, 30-year-old Billie Jolene Warburton of Norfolk was arrested Oct . 15 in the parking of the Mills E. Godwin, Jr. Courts Building located at 150 North Main Street.
Klink says an officer observed Warburton slumped over in her car with a window open, motor running and a child in a car seat in the vehicle. When the officer approached the car, he noticed blood on the center console and fresh injection marks on Warburton's arms. Klink says the officer found several drug-related items in the woman's car.
According to Klink, Warburton told police her 23-month-old son was crying in the backseat because Warburton had not fed him since the night before.
Warburton has been charged with possession of heroin, driving under the influence of drugs and felony child neglect. The little boy is in the custody of Child Protective Services.
Klink says Warburton is incarcerated at Western Tidewater Regional Jail with no bond.
